Crisis and Resilience Fund – Housing Payment (HP)

This scheme replaces Discretionary Housing Payments from 1 April 2026.

You may be able to get a HP if you are already getting Housing Benefit or the Housing Costs element of Universal Credit.

HPs can help with:

  • Rental liability (ongoing rent);
  • Rent in advance;
  • Tenancy deposit;
  • Removal or relocation costs;
  • Other lump sum payments essential for securing or preventing homelessness.

HPs cannot be greater than what you’re responsible to pay for your weekly/monthly rent. They are not long-term payments. They are awarded on a short-term basis whilst you take action to improve your circumstances.

How do I qualify for a HP?

To qualify for a HP, you must:

  • Be entitled to Housing Benefit or provide evidence that you are entitled to the Housing Costs element of Universal Credit; and
  • Have a liability to pay rent and need further help with your housing costs.

HP is a temporary solution whilst you find a way to cover the shortfall by, for example, finding work or moving to more affordable accommodation. Please note - any request for a HP to help you with rent in advance and/or deposit must be made before you move into the property.

How to apply

Download and complete your application form before sending it back to us. 

Information you will need to complete your form:

  • Your benefit claim number (if you receive Housing Benefit and/or Council Tax Reduction from us);
  • Full details of your household income and expenditure. You will need to send in your latest two bank statements with your application, otherwise we cannot proceed with it.
  • Details of how much rent you are charged, and your landlord’s name, address and bank details.
  • Any other information and evidence that will support your application, for example, wage slips, tenancy agreement, arrears letter (this list is not exhaustive).
