What is a parish council?

They are funded through an additional council tax charge, known as a precept.

They are made up of elected councillors who represent local communities and may also appoint a civic mayor.

It would be different from Tamworth Borough Council which is a statutory local authority responsible for major services like housing, bins, and planning. In contrast, a parish council is a locally focussed, grassroots tier of governance operating below the principal authority, focusing on community amenities like civic events and allotments.
